In response to Chris' comments below:
There is no need to change the contest format, only the presentation of the
results. You can run the contest as at present, but score it in different
categories:
By club affiliation (as at present)
By individual entrant (I know this is done already as I was surprised to get
a certificate for the highest CW score one year)
By teams of 4 (like AFS)
By mode
By club with a 50 mile radius
Etc.
The results could be presented as an Excel spreadsheet with a page for each
category.
Clubs with only a few keen operators will have a category to compete in, as
well as clubs with lots of new contesters. It cannot be much fun for good
operators to languish at the bottom of the one and only results table
because their club does not have enough operators to compete with some of
the diversely spread "super clubs".

In response to Ken G3LVP, I certainly agree with the comments made regarding
"Contest Groups" rather than Club Stations, a separate section would be a
good idea.

In the CC series maybe it would create a more even playing field to have
teams of 4 as in the AFS contests, the best 4 scores to count for each team,
this would give smaller clubs a better chance of competing where they have
maybe 4 to 8 regular entrants rather than large Contest Groups with 15 plus
entrants situated all over the UK.
There is considerable pressure on smaller clubs with a few operators to
compete in all the CW/SSB/Data sections every month and be competitive!
