I wonder if PLT devices continue to work if someone nearby couples a 
high level RF noise source into the mains, it probably wouldn't affect 
PLT's on different a phase but on the same phase who knows? Maybe just a 
very noisy commutator would do the trick.  As we know mains wiring 
doesn't radiate (or so OFCOM seem to believe) so there wouldn't be a 
licensing issue....
