Peter,

Interesting question and one I suspect has not been raised since the new 
licence was put together.   Clause 3.3 was meant to be all embracing but 
clause 3.5 appears to restrict this and I do not recollect why.   I 
suspect this is an interpretation issue rather than just restricting 
operation to just club members.

Another issue for the next review!

It'll be interesting to see Ofcom's response.
