[UK-CONTEST] Short contest call failure

Nobody would have had an SCC approved yet, because the Contest 
Committee is sitting on about a dozen at the moment -- those 
received in the first rush, and that weren't rejected by Ofcom 
before we got them.  All applications have all been numbered by 
order received at Ofcom, and will be allocated calls in this order, 
in case there was a clash of first-choice calls requested.

Our idea was that the rejects who get re-accepted (we hope) ought to 
be slotted back into the proper order again by Ofcom together with 
those accepted, because it would be fairer.  I realise that this is 
another delay, but a week or so shouldn't make too much difference. 
If things go pear-shaped, we can think again.
