[UK-CONTEST] IARU contest URE Report

I have long taken exception to the behaviour encouraged among HQ stations in
this contest.  That this is THE annual event promoted under the banner of
IARU, the international organisation representing amateur radio, is to me an
absolute travesty.

The behaviour of radio amateurs and of participants in amateur radio
contesting is subject to light regulation, relying heavily upon individual
integrity.  While organisations such as CQ, RSGB & SRR work hard to promote
integrity in the contesting ethos, this event which has long encouraged
pre-contest solicitation of contacts and is now, it seems, encouraging log
padding on an industrial scale, seriously undermines such efforts.  And we
wonder that on air behaviour has become so undisciplined.

What a shambles!

When will someone get a grip?  Making contacts between HQ stations and
others within the geography they represent worth zero points, would be a
fine start
