General rule 4k. "*All information must be copied off air at the time of 
the QSO and on the band in use. Databases must not be used to fill in 
missing information*. The DX Cluster, talkback channels etc must not be 
used for passing or confirming any contest related information."


I interpret 4k rule first two sentences, to mean you cannot post contest 
data fill, i.e. make the QSO and some time later put the exchanged data 
into the log book from an external database. Pre-filling the locator 
from previous QSOs and then ensuring it is correct still means you are 
copying it off air and putting the data into the log book at the time of 
the QSO.

The last sentence of the rule is actually another rule and not 
considered here.
