The issue here is that stations calling DA0HQ use several different call-signs: father, daughter, club etc. These calls sometimes appear in the same order on different bands: they are clearly being used by the same operator at the same station.
ARRL manages this contest. Their General Contest rule 3.3 says: "An operator may not use more than one call sign from any given location during the contest period".
This applies to the stations calling DA0HQ. They should be disqualified but the other side (DA0HQ) of the contact must be allowed to stand. DA0HQ has not broken this rule. Except perhaps by 'encouraging' all German stations to give as many QSOs as possible to DA0HQ.
Perhaps if ARRL disqualified these (many) German stations using multiple call-signs this would send a strong message to DA0HQ that their circumstances are providing unfair advantage: they have the largest population in Europe with the most national flag-wavers; and the average number of call-signs per operator is (just my speculation) higher than in any other country. They should cease their 'special awards' for working DA0HQ, as they have offered to do. Other countries would have to follow suit.
Surely this issue was discussed at the meeting last year in Poland?
