[UK-CONTEST] SSB Field Day results

The RSGB Contest Committee became aware during adjudication
that there were infringements in the case of one entrant related
to cluster "assistance" from third parties, apparently amounting
to self-spotting, in SSB Field Day.  After investigation, the adjudicator
determined that most of them were over-enthusiastic actions from
newly-licensed amateurs, who did not realise that this would
prejudice the results for those they were trying to help.

Under the circumstances, the Committee decided on this occasion that a
reduction in score would be imposed on the entrant in question, rather than
disqualification.  It was thought this would make it clear that rules have
to be enforced, while not discouraging potential future contesters.  The
entrant has been informed of this decision, and that the unwitting "helpers"
are unlikely to make the same mistake again.

The question of "cheer-leading" and similar problems is something that the 
Committee will be discussing at its Autumn meeting this coming weekend.
