[UK-CONTEST] Contest end time - a consensus please.

A simple rule to apply within the spirit of contesting is that if callsigns
are correctly copied by each station before the end time then a maximum time
of 30 seconds be allowed after the end time to complete the exchange.
Obviously depends on the honesty of the operators but there are bound to be
some Band Police monitoring!
