The other point here (and he may not be aware of it) is that OFCOM consider
the use of someone elses callsign on the cluster as piracy.  I once had a
very intent OFCOM man in my shack wanting my cluster logs to prove the same
after a complaint.  I for one would hope DXSummit gets a grip on abuse at
sometime in the near future!
