Hi Paul,
Thanks for drawing my attention to that one. This being the case it
is crystal clear that all QSOs must be complete by the stated end time
for the contest. None of this 'you are allowed to complete a QSO if you
started it before the end time'.
If I had to write the rules, this is the version I would adopt - it is
explicit, is not ambiguous in any way and is easy for the adjudicator
to verify compliance (especially if he or she records the contest
spectrum at the end of the contest).
