[UK-CONTEST] SO or is it SO

It appears that a number of organisers of Contests are changing the 
meaning of SO as a category. Yesterday saw the EU Hf Championships held 
by the SCC see: http://lea.hamradio.si/~scc/euhf/euhfcrules.htm
	It appears that in this contest you are allowed to use the cluster and 
RBN/Skimmer (I got this from S57AW the Organiser).
	It would seem that all Contest Clubs should really show this to read SO 
assisted. Perhaps there should now be a truly international standard 
that all contests sign up too.
