Initial calls is the key phrase, so if you've just finished with one
station, you need to give your callsign again as you are initiating a new
contact. The 15 mins would be acceptable in a ragchew situation. I suppose
the license conditions weren't written with contests or pile ups in mind.
The other problem is the rapid fire callsign given so fast you don't get it
for several overs. At least it's given frequently though.
It's just poor operating to go for minutes on end without identifying.
