The website for this contest, called "Minitest", is 
http://minitest.narod.ru/. WSEM is simply the Russian word for
"all", so calling "WSEM" equals to call "all stations", or "CQ".

You don't send a log for this contest, instead you report your score
(which is the number of QSOs multiplied by the number of individual
stations worked; you may work each station six times in the six
ten-minute slots of the contest) shortly after the contest on 3541kHz.
Within an hour or so, a list of results is compiled and available at
the website mentioned above.

Minitest is great fun; when I was a student at Dresden University I
discovered this contest (thanks to LZ4UU, who explained to me what it
was all about; their website was only in Russian back then!) and often
took part in it from DL0TUD. These days I don't have a proper 80m
antenna at home, but I occasionally find myself listening to the
minitest on 80m...
