Except that they do not. Read the General Rules at

There is nothing in there that I can see that indicates QSOs should be 
completed before the end of the contest, or for that matter whether it 
is 21:30:00 or 21:30:59, or even 21:29:59.

(and as an aside I see it says: "Incomplete contacts must be logged 
with zero points claimed.". Not sure how one does that in a Cabrillo 
log...).
