'twas I who raised this as a topic of discussion a few months back and a
number of views were forthcoming on the subject, however, it appeared that
the practice of many is to complete a started contact if it over-runs
slightly.
With regard to the 'clarification' issued by the contest committee, that's
all very well, however, the words of that clarification need to appear
within the formal rules before that clarification constitutes anything more
than a statement of intent...I assume the Contest Committee News item
stating that "The committee is now enforcing start and end times for
contests more strictly" means that some words along those lines have now
been published - I'll go looking for them when I get a moment!

OK, I'll rephrase it.
The rules have been clarified by the RSGB Contest Committee to indicate that
all QSOs should be completed by the time the clock ticks over to the closing
minute.
