Totally daft. What would happen if >75% of the potential entrants
decided to S&P only? Or Run only? The band would be either 1) very
quiet with everyone tuning but not allowed to call, and huge
unmanageable pileups for the few CQers, or 2) very busy with everyone
CQing but nobody answering.
Run vs S&P is an operational tactic and requires considerable skill
and experience to get right. Add multiple bands and mults-per-band
into the mix and it's a science bordering on alchemy. Activity levels
itself out as a result - if running isn't producing enough Qs or
mults, you go run somewhere else or S&P a while. So does everyone
else, and by the end of the contest you've mostly all worked one
another.
