[UK-CONTEST] UBN failures

Hi John,

I don't know for certain, but it seems nobody on HF wants to work signals 
other than 59 or over. I do listen on HF and there are perfectly copiable 
signals at 53 that could be worked, but no-one goes back to them. Maybe the 
noise levels are higher elsewhere masking the signal, but it does seem odd.

I think there have been a series of columns in RadCom re new comers to radio 
and pointers to better operating. But they haven't been given enough column 
inches to say more than the basics. Some points need expanding.
