I have four questions :-)

1. Do all RSGB HF contest QSOs score 0 points when there
is an error in RST alone, or is it just BERU?

2. Have you recent examples where this rule has been
     enforced?

3. If the answers are Yes, what does that say about
the wisdom of ever sending anything other than 59(9)?

4. If everyone sends 59(9), what's the point of having
RST as an exchange element to be cross-checked?

On a related issue, with specific reference to BERU,
it is accepted that some errors in serials are due to
errors, whether human or software, at the sending end.

In BERU, with typical QSO numbers in the low hundreds,
the loss of a single QSO, especially a bonus QSO, may
have a disproportionate influence on winning scores.

It might be useful, then, to have UBNs published before
final results, to enable entrants with recordings to
demonstrate that the sender was responsible for some of
the errors.

To minimise the work, I suggest the UBNs would be sent
only to the Top 3 or Top 5 in each section. This might
be a chance for the RSGB to set an example in HF contest
adjudication?
