Take a look at the IARU Band-Plan. It includes 'Contest Preferred segments'.
But as with most things we Brits are almost the only ones to (mostly) adhere
to it, because it is optional. I'm guessing that almost all the ant-contest
brigade are complaining about QRM from abroad. Anyway, during the half dozen
weekends when the six bands are really full of stations enjoying contesting
(eg CQWW, WPX, IOTA, IARU) there is just not enough spectrum to fit it all
in. Isn't that fantastic: the bands full of signals which would otherwise be
empty.
I like your idea of a composite letter. We could probably get the General
Manager and half the Board to sign it!

Interesting thread; many perspectives. My thing is VHF/UHF rather than HF
and contests seem to be, by and large, the biggest driver of activity on
those bands these days.
So, as a comparative outsider, a question crosses my mind - given the nature
of the issue, why do HF contest rules not set aside a piece of the band to
be free from contest activity, for the enjoyment of non-contesters?
Another thought, if a written response is to be made to the RadCom letter/s,
an approach which may carry more weight, is a single, well argued letter,
with a lengthy list of signees. Given the electronic wizardry immediately to
hand, it's clearly not beyond the abilities of a group of people, with a
passion to share on a subject, to draft a letter among themselves and adding
their names to it.
Just my 15p worth (inflation, for those who are wondering - feel free to
blame a government of your choice!)
