Yes, because they were legitimately issued by the relevant national 
telecoms authority entirely within the law - and within each country's 
ITU callsign allocation - they just didn't follow a particular ITU 
recommendation.

These types of callsigns have always been around one way or another. 
RAEM was Ernst Krenkel's amateur callsign.
