[UK-CONTEST] Was NFD originally an emergency capability test?

The logic of which leads one inexorably to allowing local skimmer, as no
Internet connection is required ....
As always, the hard thing is where to draw the line. 15 years ago taking the
band data from the rig to change antennas, even computer logging, was
leading edge. Now it's everyday technology.
But surely the reason for having a true "Restricted" section is far more
mundane nowadays - many clubs simply don't have the resources to lay on all
the extras - many even have trouble finding CW operators, sadly.
(But bring back tents and hand dug holes for calls of nature, I say!)
