[UK-CONTEST] Was NFD originally an emergency capability test?

When I say I have no problem, I suppose what I really mean is I am not
going to get unduly excerised about something I am unlikely to see
changed. However my point remains that I think at least one section
(the restricted section?) should not be unduly complicated, simply to
keep it so a mega effort is not required to operate in NFD. Not
everyone has the time/knowledge or inclination to deal with loads of
technology on top of the basic field day op.
