Hi Ian,
I'm with you completely on the basis of what you say...but...if we keep the
notion of NFD being an emergency capability test then we can legitimately
claim this as a (potential) public service provided by amateur radio clubs
and societies when we apply for National Lottery Awards for All funding,
etc. It might be worth us considering retaining this aspect of NFD.
