No - they are doing it to, in effect, run on two
frequencies simultaneously on the same band.

I don't do this, so I think it should be banned :-)

Seriously though, some contest organisers have
already taken steps to ban this carry-on.  The
fact that something can be done does not mean
it should be done, or that it is ethical.

The simplest way to trigger Skimmer spots is to
call CQ on alternating frequencies about 1 kHz
apart - they will find you.
