Dear Puzzled!

According to the ITU, when the prefix is B,F,G,I,K,M,N,R or W, followed by a
numeric digit, then it is permissible to follow that with only one letter.
Eg. G4A, M9T etc.  So no need to complain to Ofcom!!!

Since the letter C isn't in the above list, a callsign such as C4N would not
be permitted under ITU allocations.
