Hello Brian,
Sometimes specific contest rules repeat clauses from the General Rules,
so as to reinforce a point. This is the situation with rule (9), which
does have a purpose, that is, to prevent people making skeds on other
bands, and before the contest. That's unlikely to happen in this
particular contest, so I think we can remove this and one or two other
unnecessarily repeated rules, which we'll do next year.
In some cases, the General Rules do not apply, for example, in the IOTA
contest. Many entrants, particularly from outside the UK, don't read
(or even know about) the General Rules. The idea for IOTA is that it's
better to have all the rules explicitly set out in one place,
particularly for the benefit of non English-speaking contesters --
probably the majority in this contest.
