I agree with Bob on this, especially as the Contest Rules say that the 
General Rules do NOT apply.

I suspect that the Rules for various Contests have been "tinkered" with 
over several years. It is probably time for a full review, especially 
with regard to skimmers, clusters, self-spotting / cheer-leading, 
portability, multiple rigs, etc.,  to make them clear to all. 
Regrettably it is quite obvious that we can no longer rely on "the 
spirit of the contest"!

I welcome Ed's comments about cheer-leading in this month's Radcom 
(letters to the Editor) but am worried by the comment that Clubs "have 
in some cases been penalised".
Surely it should be all or none? Maybe if the write-ups actually stated 
who had been penalised and what penalties had been imposed it would be a 
firm discouragement to others.
