[UK-CONTEST] Changes to the CC and the Sprint for 2012.

We'll find next January evenings on 80m a lot different from during the 
recent  (extended) sunspot minimum years, so I also cannot see the 
rationale for considering this change, which is being suggested at 
exactly the wrong time.
