[UK-CONTEST] Planning permission refused

Sorry for the bandwidth, however I wonder if anyone can help me. I will also seek help from the RSGB PAC.
I have today received notification that my planning permission has been refused by Harlow Council. My application was for a tennamast (10m) to be fitted to the rear wall of our semi-detached house with VHF beams. In the garden would be a free standing butternut HF-6V vertical (this is the same mast/antennas as our previous house, for which was granted planning permission in 2010 in another area of Harlow - actually, my previous mast was higher than this one and still got approved - the previous one didn't luff over either. The planner states a policy about development and how this has visual impact - but this was not a factor before). My neighbour has objected with all the usual comments. The tennamast is of crank down and luff over design and I said on my application it would be down when not in use, but it was still felt it would be visually out of character of our area.
Does anyone have knowledge of temporary installations. My main interest is contesting, so I would only really require it to be up for a handfull of days a year. I have heard about a possible 28 day rule, which allows temporary structures to be up for no more than 28 days per annum. I'm not sure if this is valid for residential areas. My planning officer said this may be an option, but then had to end the call.
If anyone can provide advice or any other help, I would really appreciate it.
