[UK-CONTEST] RSGB 1st 50MHz contest takes place tomorrow

It's been in the General rules just about for ever. It means that in the
case of a dispute not covered by a specific rule, the adjudicator is
entitled to make a ruling based on fair play.
I can't remember it ever being brought into action.
