If SWLs cheat on their awards, the SWL community needs to address that.
Concern that the SWLs will cheat should not prevent us putting in place
a best in class contest system.
An alternative to putting the logs in the public domain would be to
provide them to all participants. However, my view is that the logs
contain a lot of valuable information concerning radio propagation
and the communications effectiveness and this should not be discarded.
