Tim. There are no proposals to change anything this year for VHFNFD.
There has also been some uncertainty about UK-wide availability of 70cm
for VHFNFD because of spectrum need for the Olympic venues. This has now
been clarified and all the usual bands and time-slots will be unchanged
from those of 2011. Other contests are affected in different ways and a
fuller announcement will no doubt be made soon by the CC. See:

Some work is being done within the CC for 2013 to encourage more
participation by low-resourced /P groups in VHFNFD - probably in
Restricted and Low Power Sections, but substantially within the existing
framework. This is not because VHFNFD is perceived by the CC to be
broken, but is an attempt to retain and grow entries by small groups who
might otherwise be discouraged from continuing participation because
they are always at the bottom end of the tables and are
unrewarded/unrecognised in any way for their efforts. It is hoped that
draft proposals will be the subject of consultation later in 2012. I
suspect that for most existing groups this will mean no change. I hope
