Well said Chris, I was about to say similar. The Hobby as it takes in
Contesting, is all about improving and if an individual stays at the bottom
of a pile, then perhaps they lack the drive to do anything else.

I'm sorry but I think your response to Stewart GM4AFF's posting just
highlights some of the problems.
Stewart is making the perfectly valid point (perhaps he should have
expanded more on what he meant), with which I strongly agree, is that
we should not necessarily reward participation, but we should most
definitely reward a competitive spirit. Every group should be thinking
after every contest 'how can we improve our score next time?'
This reflector is a free and open forum, where anyone can express an
opinion - it's sometimes a bit like an HF contest on here! Anyone who
takes anything personally should not do so - we all support the work
of the Contest Committee, but don't expect us to stay silent if we
think the CC have got things wrong.
