Tony,
Why not is obvious, why should I pay for your mistake. I do not know
what you have logged unless all exchanges are repeated back to the sender.
Therefore the only fair solution is for the culprit to pay the penalty.

I like Geoff's (G4AFJ)solution, only give partial call till you receive the
other stations c/s - that'll slow the run rate down.....
But surely the answer is if its a busted call both stations lose the QSO -
that's what happens on VHF so why not on HF?

Nicely researched, very informative and useful it may be but I do wonder
