The traps nearest the boom are for 10m. The second trap is for 15m.

Every tri-bander I've come across has been like that.

Either an inner trap fas failed (perhaps gone short circuit) or the 
problem is with the feeder/feed point.
I have had a Cushcraft trap where the plastic weather cover over the 
outer end has burnt and gone s/c presumably after too high a voltage 
across it.
