Extract from my current licence:
(b) Peak envelope power is the average power supplied to the antenna by a
transmitter
during one radio frequency cycle at the crest of the modulation envelope
taken under normal
operating conditions.
It says power supplied to the antenna not to the feeder so my view is that
means power out at the TX socket can be higher to compensate for feeder
loss.
