The interpretation from the Alan Betts (G0HIQ) x Ofcom is "at the antenna" - we had this discussion amongst some local club members and that was the answer I rx'd.

That is interesting as the last info I was given was that it was at antenna
feed point. This is the info that we are using in the training courses that
we run at the club so it looks like I might have to get some clarification
myself. I remember when it used to be tx power and was glad when they
changed it to antenna feed, even though it made it a bit more complicated
for new hams to work out allowed power.
If they have changed it back then they really ought to tell us all....
