[UK-CONTEST] Power Limitations

This discussion is of particular interest as many of the discussions going
on at the WRC are not only concerned with frequency allocations but with
permitted power levels.   Taking the opposite end of the spectrum for
instance, the discussions around the 500 kHz agenda item are on the
proposed 5W EiRP.

Taking into consideration the real estate available to the average amateur
it is probably going to take considerable imagination and antenna work to
achieve anywhere near this power output.

Incidentally there are also discussion going on regarding a possible future
agenda item regarding "Green Radio".   This is a Netherlands proposal at a
very early stage but will be followed closely.
