Well, it's not quite so black and white David. You make the statement
"contesting is about ..." but there are quite varying philosophies about
what contesting is about.

Bob HGN is taking the view (I believe) that contesting is about ranking
operator skill and that, therefore, within sections it is necessary to
level the playing field regarding equipment. This is exactly what the WRTC
events, for example, attempt to do.

But in practice, without the massive infrastructure of WRTC, it is
well-nigh impossible to achieve that. In my view it isn't necessary because
I believe that most contests are actually about much more than operator
skill (even if we could define what that was) but is about pushing the
envelope in terms of technology, location, or whatever is relevant within
the rules as they are framed.

Both views are valid - perhaps it behoves contest sponsors to set out what
the purpose of their particular event is. That said, if it is purely to be
an operator test, then lets take out the variability of propagation and run
a PC simulation :-)
