CQWW Committee recently decided that this is a nonsense discussion. They do
not accept dbW at the antenna (which cannot be measured) so 'power output'
is determined as measured at the RF output of the rig or amplifier. If you
choose to use RG58CU coax and lose half your power that's your loss (forgive
the intended pun!).

Well, the official rules for CQWW160 at http://www.cq160.com/rules.htm say
"Maximum power is 1500 watts total output or the output power allowed by
your country, whichever is less".
As the UK is only allowed 400W (at least in the bottom 40kHz), "output
power" would depend on whether Ofcom defines that 400W as 400W out at
the amp or 400W delivered to the antenna, which would allow you to run
somewhat more to overcome feeder losses.
Now, if it were to be 400W _radiated_ power, you could run a lot more to
overcome the typically high ground losses on 160m due to a less than
optimal radial screen :)
