That's a bit harsh Steve.

The Russian event concerned is the event upon which WRTC was based.  It is
a competition between teams of top level Russian contesters.  As with WRTC
there is a requirement to get the results out while the contestants are
together.

Comparing this style of event with those aimed at encouraging interest
among new contesters doesn't really seem appropriate.

Perhaps the CC might consider establishment of GBRTC with similar rules and
log submission deadlines.
