I don't think so - no contest transmission, including
CQ, may be made before the start time.   No QSO may
be logged after the end time, even if started before
the end time.

My understanding is that, in RSGB contests, the
end time is the end time.  If the contest finishes
at 12:00, and you log it at 12:00:00, your QSO will
not count - but it would count at 11:59:59.
