Not strictly true Peter! 
 
Admittedly it started in exactly the way you suggest, but the IARU defined  
it numerically years ago to try and stop it being subjective.  They defined 
 step size in dBs and  the uV/m of S9 on both HF and VHF.
 
Regrettably, precious few people, or rig mfr's, take any great notice of  
the official definitions,
so in reality you are more or less correct   HI
