[UK-CONTEST] 28MHz 5/8th wave antenna

Loss of our usual club site for [HF] means I now need to do any planned CQWW 
CW/ARRL DX entry from home this year.  Even on 10m, a yagi is probably a 
no-go due to telephone wires crossing my garden so instead I plan to stick 
up a 5/8th vertical instead.

Just looking for some opinions on whether this would be better mounted at 
ground level or would perform better higher.  I can probably get the base of 
the antenna to about 25' if needed.  I'm not overly concerned about Sp-E to 
EU as I should manage that anyway, more thinking about long-haul DX and also 
close-in stations on backscatter.
