We should also arrange a sliding handicap scheme so that people with
Es and Ts in their calls do not have an advantage over those with Hs
and Os. Use of 'Fox' as an abbreviation for 'Foxtrot' should be banned
because it gives an advantage that those with 'X-ray' can't have.
