I have always felt it unwise and unfair to promote multi-mode contests: they
can fill the whole HF spectrum (except WARC) with contest signals, allowing
no respite for non-participants. It thereby increases the potential for
anti-contesters to complain.
Like yourself, I recall that IARU specifically recommends NOT promoting
mixed-mode contests although a half-hour search of the IARU web-site reveals
nothing to support this memory. It seems rather ludicrous that IARU should
make this recommendation when the ONLY contest under its umbrella is
multi-mode!
We already have major multi-mode contests: IARU HF Championship, RSGB IOTA,
Russian DX. I think it would be a mistake to launch a new (POI/WOJ style)
contest which is multi-mode. Better to have two separate contests, or split
it half-way (12 hours CW and 12 SSB maybe).
