[UK-CONTEST] Proposal for change to rule for UKAC's for 2013

Hi Bob, you're free to make no comment either way on the UK contesting forum if you please, that's your choice.
Me, I say if any UKAC competitors or clubs want to discuss it, provide an opinion, want to consider others opinions or points of view prior to deciding if it's good, bad, needs tweaking or binned, then feel free to go right ahead.
