There were no slides or recording of the Contest Forum proceedings, but 
Ed SQX made a list of discussion topics that were proposed from the 
floor and may be able to pass that on to you.  I have to say that no 
concensus or final decision was achieved on most of these, but there was 
(as always!) a fairly comprehensive exchange of views and in most cases 
a way ahead was identified. 

One area that was generally welcomed was that the online "litmus test" 
(General Contest Rules) and questionnaire procedures (as for NFD) will 
continue.  The RSGB 21/28 contest will continue for at least one further 
year.  It was not felt that there was sufficient time to reach a 
decision on the proposed replacement for this event by the end of 2012, 
when final rules need to be published for 2013.

I have to say that I gained the same impression as Chris from your 
initial query.
