There is a completely separate factor (no doubt one of many) behind this.  
During high sunspot years, VHF contests may indeed seem painfully slow 
compared to running 100+ hours on 10 meters during a major DX contest.  

But in a few years, when DX contests (especially on phone) are reduced to 
battling for one of a limited number of available frequencies, and when 
keeping the rate up to 20 per hour for much of the time becomes a challenge, 
VHF contests won't seem like such a bad deal.
